Commission asks WVPSC to create new PSD

Dear Ms. Swann:

Through recent actions, the Pocahontas County Commission has rededicated itself to the task of facilitating open, inclusive, and comprehensive conversation in addressing the county's water and sewer infrastructure needs.

Specifically, a great need for change has arisen due to the Pocahontas County Public Service District's (PSD's) demonstrated inability to represent the community's needs and wishes in its execution of the proposed Snowshoe/Slatyfork regional sewer project.

The Commission and the community at large has come to believe that the PSD is, unfortunately, not able or not willing to address the actual need and purpose of this project in a comprehensive manner. Put simply, we have concluded that the PSD has failed with respect to this project.

Despite the failings of the PSD, we are very fortunate in that community involvement and organization is maturing into a more sensitive and encompassing vision of the area's future. This vision is being hard-earned and is of great value. Concordantly, the Commission feels that it has the responsibility to nurture and promote this vision.

In accord with this vision, the Commission believes it is necessary to reevaluate the purpose and scope of the Pocahontas County PSD, and to begin discussion of creating a new public service district that is geographically and representationally more suited to the needs of the Snowshoe area.

Therefore, the Pocahontas County Commission requests that the West Virginia Public Service Commission assist us in the creation of a separate public service district for the Snowshoe area, in order to ensure that the infrastructure needs of that geographically unique and precious part of Pocahontas County are addressed in the best manner possible.
